Maybe beauty IS in the ear of the listener, Lucky, but I'm afraid this composer (I'll be generous with the term) might have followed the advice you gave... If you can't write something good, don't write nuthin' at all...

This just sounds like someone's maiden aunt noodling around on a MIDI'd up piano, IMO. Actually, it MIGHT have been written specifically to make people NOT stay on hold too long And it MIGHT have been written by the phone answerer's maiden aunt, just to lighten their workload
