I would think that the only reason it is stated that they are "not for Windows 98" is that they are not directly usable without an additional driver. I had no problems using these devices when I had Win98SE on one of my PCs.
I have found another source of supply - they are a little more expensive than those in the above link, however, the prices stated include VAT and postage. You can also order on the phone if you are worried about ordering on the Internet.
