ccdmax i live in some apartment..with rent - in january my parents will buy a house...so i can't call the electrician here..

You can call the manager or owner to the building. I did property management for years. I ended that just about a year ago. Your building owner is responsible for fixing this. It is a very serious hazard, and requires prompt attention.

It won't cost you any money either. General up keep such as this is the sole responsibility of the owner. Have your parents call a soon as possible to fix this problem.

Oh yes, if there's an electrical problem in the house, it could short out your VA, or worse--hurt you.

If you live in rental property, and you're having electrical problems that could result in bodily harm or damage to personal property contact the manager or owner ASAP!

This falls under "Landlord Ten. Law". Bascially meaning that both you as a resident, and he/she as an owner have specific rights and obligations. General maint. and upkeep of the property is the responsibility of the owner.

Basically if your toilet breaks, leaking pipe, refrigerator stops working, electrical problems, ect. is the owners responsibility. That's one of the joys of renting as to owning a home. General Maint. is included in your rent, and it's pretty much a universal law under "Landlord Ten. Law" throughout the states.

for my house i use an 100 watts powered stage monitor - YorkVille...today the people from the store i bought it from told me that it might me static...but i don't think it's static...it " electrifies " my fingers from 15 to 15 seconds..i think it's from my outlet...i live in an apartment...what can i do about it... ? earth/ground connection...? how ? what device can i use ... just in case.. ?

There's nothing you can do yourself. You have to understand this is (rental) property. It is the sole responsibility of the owner to fix this type of problem. Trying to do it yourself would most likely (violate) your lease agreement, as almost ALL leases state that "the rentee is not to make any changes to fixtures, electrical, ect without the sole permission of the owner".

You really need to call this guy (even if he's lazy), this is a possible fire hazzard, and risk to you and your family. If he continues to be a jerk, threaten to call the fire marshall, and report him. His building (must) by law be up to code.
