Personally, I like the rules. I like the time limit for children. It helps keeps other tenants at ease. There are too many parents out there who have absolutely no accountability for their children, and won't accept responsibility for their kids. It's not to say the kids are locked up at 9pm
They're free to leave with friends. The complex owners don't want a bunch of children loitering and unattended roaming the grounds after dark. It's also safety for them as well. There are a lot of predators out there. It's basically a gated community with 24 security. All the other rules are as basic as they get with any rental complex. I've been the manager of the apartment building I currently live in for nearly two years now. Their rules are basically identical to my own. At first I thought they were locking the kiddies down, but the manager of the place explained it better. The kids their don't seem to mind, and the parents I talked to love the idea. They feel more secure knowing their children aren't allowed to roam after dark. Being a parent myself I wouldn't want my child roaming either. I'd want her home when it gets dark.
Actually when I think about it their have been several apartments I've lived in with curfews for the children. My wife grew up in Florida, and the complex she lived at with her father had the same thing. So I guess it's not an uncommon practice.
