What do you mean by "SEMI PRO arranger" ? Which one is the better - E-09 or S500 ? And except the fact that the DGX has the best piano sound, in all the other aspects, which piano is better?
The prices in Israel are out of realism. There can be an Oragn which coast the less but in other countries the highest. And yes..I'm Jewish..

Of those three, S500 definitely. BUT a used PSR-2000 or even PSR-740 is a better instrument, and should be in the same price range.
The E-09 has no provisions for creating or adding 3rd party styles. The DGX-520 has very limited sequencing and only two variations and one fill-in per style. It's more piano than arranger.
I would save a little more $$$ and hold out for the S700 (next step up for Yamaha) or a Korg PA50. The S700 has "virtual drawbars" to customize your organ sounds.
If you are really desperate for something to play while you are waiting, you could even try the Yamaha PSR-E313 or PSR-E403. These are inexpensive and widely available in the U.S. They offer most of the same features as the boards you are considering.
I bought the s700 a couple of months ago and really thought about the s500, you get so many more features for not so much more money I had to go with the 700 and I'm not sorry. But it is a vicious cycle for a little bit more money you can get a 900 and for a little bit more........and on and on it goes. I also owned the psr 2000 and liked that alot.

Actually, with Yamaha, you get up to the S900, and that's it... Until you get to the $3500 T2. That's basically a $2k step up, with no product in the middle, anywhere (at least arranger ). That's no 'little bit more', at least in MY book!
You would think this is exactly where the 76 S900 would fit...

The problem is that the difference in prices between the S500,S700 and S900 is big. Let me show you how: (Israel prices) S500 - 2,450nis (687$) S700 - 4,220nis (1,183$) S900 - 6,250nis (1,752$)
So what do you think I should do? Maybe there is a choice to buy from out of Israel (there will be taxes and heavy shipping I guess). Question is where and how much it will coast?

Actually I may have misspoke, I wasn't trying to be brand specific. Throughout the market, especially if you jump brands I believe there is a model in every price range escalated by a few hundred dollars each jump. I don't think anyone mentioned 76 keys in this thread. Which of the models he asked about have you had experience with and what is your advice to XpHunTeR.
anyhow back to the question: Only you can decide which way to go but if you want an arranger and the ability to load styles I would consider the advice of TedS.
I could have spent a lot more money and got a top of the line model but I decided for my needs and wants (home use) the 700 would keep me satisfied for years to come and I wouldn't feel guilty about having a lot of money tied up in something that doesn't get the use it deserves.

I think those are close to the prices in USA. . You should see the prices in Argentina: Psr s700: 2000 us$ Psr s900: 2800 us$ I envy you.
