Why is Russia banned on PSRTutorial.com?

Okay, not the safest topic to start, but I'm at least curious about this questionable policy of PSRTutorial.com.
The thing is that I've never been able even to read forums on that resource without using certain tools. They just say "Sorry Guest, you are banned from using this forum! This ban is not set to expire.". I presume, that they just block any Russian IP.
Using some methods I tried to create an account there, they chose not to allow me to have one. I understand they don't want some "outsiders" there who may somehow say something unpleasant.
To tell the truth, after reading here about some censorship on PSRTutorial, having my registration denied with no explanation and this policy of mysterious ban, which "is not set to expire" I'm not too eager to be approved there, but it still bugs me because I thought that this sort of discrimination was a bit unnatural in today's world.
Anyway, I see that lots of SZ members are active PSRTutorial members as well and I'd appreciate any comment to my observation and in case if I'm wrong in some way I hope to be corrected.

Kabinopus, The PSR Tutorial forum would love to have you there contributing. There may be something wrong with the IP address, but I'm not sure what the reason behind you not being able to log on and create an account.
