There is no sampling options on the PSR3000. You can edit sounds using the sound editor on board and store them in user locations.
To answer your questions about comparisons to other keyboards you mention, keep in mind that the PSR3000 is 1/2 the price or more of the models you mention. Is it a good value? Of course everyone here thinks so, but if you need sampling, you have to go with Korg or Ketron. None of the Yamaha arrangers offer this feature except for the older models such as the PSR8000 and 9000.
