I am moving up from a Yamaha PSR2000. I have been out of touch with the latest arranger modules available. I like to play country styles with a guitar and a MIDI bass pedal board to change the chords on the arranger. Is the Ketron XD3 my best bet for a new arranger?

You already answered your question bro, few of us actually just came from a show where that
was shown how it works on the Ketron modules.

The only choice that's really out there is Ketron. The new Ketron models are SD3 & Midjay Plus. I think that the XD3 may still be in production and there always the Solton/Ketron ms40, which is about 12 years old but it still sounds good.

If you're interested, I have 3 Midjays and one of them is available if you decide to go that route.
