Well, I'm not familiar with all the different brands and models that could be out there, but the few that I've had all drained *most* of the water out of that tank when done with the cleaning cycle. So I'd assume that any inordinate amount of water in the salt bin would mean that the cycle either did not finish properly or that there is something malfunctioning in the machine.
Again, the first thing I'd try is a manual cycling of the clean routine and see what happened. If the same thing happened again, then I'd recommend you call in the service tech for a consultation at minimum. Sometimes just a phone call to the local place that does sales and service on your brand can clear up a question such as you have. And that might not cost you anything more than the phone call and your time.
