The software is free up front, but you pay for it in other ways.
1. The user does not pay anything for the software
2. The advertisers have to pay Google to get there lists at the top of the Tree (Sponsored links where the advertiser pays Google a fee every time the link is clicked on)
3. The advertiser passes this onto the customer
4. Consequently the user does pay for it, (Continually) just not up front.
Hope this explains the free software misconception of Google (And others) by users.
