Usually, contact strips come in sections. Two or three are needed for the entire range. The reason why specific notes tend to go bad is that they are usually at the END of one of the strips, so there is a much larger area for moisture and dirt to be able to creep in and mess with the closest contact.

Yamaha contact strips, both for the PSR and Tyros series, come in octave strips. They're about $20 and fairly easy to install. You'll find complete instructions at the PSR Tutorial site.

It really has nothing to do with the sustain pedal, but when you hit the pedal it exacerbates the problem dramatically.
