Since the Western Hemisphere is comprised of North, South, and Central America, which "we" would that be? At the very least, English, French, and Spanish is spoken in the Western Hemisphere. Anyway, if we're going to make them learn the language before they're allowed to come over here, let's at least make sure they learn the rules of punctuation and grammar (not to mention spelling). In fact, that's not such a bad idea after all; we could start a whole new movement towards literacy in this country.
