You already have a program that will do this. It is called PAINT and is included with Windows. Click on Start/Accessories/Paint.
The down side with Paint is that everything you add is on a single layer; as an example, if you draw a circle around an item and then decide that the circle needs to be relocated, the only thing you can do is use the undo function immediately after drawing the circle and then try re-drawing it. If you
were to select the circle and move it, not only would the circle move but also the image within the circle. On the other hand if you bought a program like Adobe Photoshop Elements or similar each added item can be on a separate layer and therefore can be edited or removed without affecting items on other layers.
If you are unfamiliar with image editing software, this talk of layers may seem totally confusing but it really is no big deal once you have the software running in front of you and spend a little time playing around with it and going through the tutorial.
