It sounds like you are speaking of a pedal board rather than a controller.
The PK7 has always been a quality board for 20 pedals. I have used the Fatar here for years.http://www.studiologic.net/mp-113.html
The Fatar is only 13 pedals, and the quality is not as good as Roland's, as far as sturdiness is conscerned. However, it only cost me $375 twenty years ago.
Setup is easy. Move the switch by the midi sockets to bass. To fine tune it, so to program menu/sound/part setting/lefthand part/scroll down to bass pedal. This adjusts the volume etc, and can be saved in a panel memory with your other settings.

This is what Fran was referring to. I use the 4 switch from Technics. As Fran says, you can also use one or two singles, and program them for fills,intros,etc. These are for the automated functions. The midi pedalboard is for playing bass notes.
